I might look at these items if you are starting up with nothing:

T5HO lighting

sand

refractometer

reef crystals salt

2 koralia 1 for water movement

50-75 watt heater

salifert Ca, KH, PO4, NH4, NO2, NO3 test kits

B-ionics for calcium and KH dosing.

ro unit

16 lbs of LR

Noone said it was an inexpensive hobby!

If I were you, I'd set it up as a FOWLR tank for a few months to get the hang of it for a while. If you can keep your salinity straight, calium around 400ppm, your KH and pH up, NH4, NO2, NO3, and PO4 at zero, then go ahead and get lights and start off with a few easy corals. Make sure to read up on reef tanks throughout the whole time, and ask questions here of course .
