Well stocking for a 5g is pretty limited. If you don't want a betta or guppies, then how about Endlers? They are pretty small. I would only get a few males though, as they are livebearers and with females, would definitely overstock the tank fast.

I really don't like to suggest much other than bettas for 5g tanks. Most fish get too big or need a school and there is no room in a 5g.

A pair of N. brevis shellies would be interesting. I think you can keep them in a 5g tank. Only a pair though...and make sure it is that type. They would need a sand bottom and lots of shells.
Check out this site for info on shellies and their needs.

African dwarf frogs! They are the cutest things, and mine at least are surprisingly active. I keep 4 in a 5 gallon tank with a female betta, but if you don't want bettas, I'm not sure what else I'd keep them with.
Another option for your tank is to start a shrimp colony. Red cherry shrimp are very easy to breed, and more fun than you might think once you have dozens of them in your tank.
Or you could keep a single specimen of some kind of crayfish. I have done this as well, and they can be very facinating creatures. Many species will rearrange their habitats, creating little excavations and moving gravel around to form walls and hollows.
www.blueludo.com is run by a guy I've bought small species of crayfish from before, and he's very nice, you can ask him anything about the crayfish he carries and he'll have answers for you, and his crays are healthy and make surprisingly great pets.

Hoping that there must be a word for everything I mean...

I have a brevis pair in my 5.5g. They do require sand and approximately 2-3 shells per fish to start with. Both the sand and shells will help buffer the pH to the higher end that shellies require.

I think you could only have 2 dwarf puffers in a 5g tank. Maybe only one....so I would research them before you decide. They like heavily planted tanks.

I second the killifish idea. Many species can be kept in small tanks, right down to 2.5 gallons. A trio of fundulopanchax gardneri would do nicely

I think that the idea of killiefish is pretty good, but the only problem is that they can fetch a fairly high price (15-$40 each, depending on the species). At petco, though, they often sell golden wonder killies, a selectively bred killifish with beautiful greenish yellow scales when under good lighting, which go for around $3 dollars, so you might want to look into them.

Those gold killies can get like over three inches long and are highly predatory, so they are not a good choice for a five gallon tank.

The killifish mentioned before were referencing to the smaller African killies like Nothobranchius and Aphyosemion. A pair will generally run between $20-40 depending on the species, and some could cost even more than that.

Shellies are always my #1 choice A pair would do fine in a 5g...this is my 5.5g, 'Mr and Mrs' are on the left:
