are there anay good, cheap, fertilizer substrates out there?

it's for a 10 gallon tank with a sand substrate.It's home to some feder fish for now, but they cant last forever(pictus catfish can see them from there tank)

Fertilizer substrate

Do you mean something like root tabs? That go under the substrate?
Or a good substrate for plants like florite?

If your thinking of getting plants then you should scratch the sand, and get a different substrate entirely. I'd suggest looking in your home improvement store for something called 'Shultz's aquatic plant soil' It's a quarter of the price of florite and as far as I could research just about the same.
