sounds like a swimbladder problem. there relly isn't a lot can be done for him.
try feeding him shelled peas. use frozen peas that have defrosted as they have not nasties like tinned.

also when feeding him flakes soak them for couple min first
then put into tank, this stops the fish sucking in air when feeding off the surface.

when i feed him i use a cup with tank water and add his flakes. so the goldfish wont gasp in air. ive always done this to avoid problems, but it looks like i have a problem.

ill try the peas

What sized tank is he in?

Goldfish need alot of veggies in their diet, they help move things along (to put it politely ). I'd suggest the peas as well, and reduce or eliminate the ammount of dry food you're feeding altogether.

If it's constipation the peas will help correct it, if it's a serious swim bladder problem, it's likely you'll lose the fish.

Spinnach, broccoli most of your leafy greens...I just find peas the easiest....it's important that goldfish not only have plenty of room surface area of a 75 gallon minimum, but also that they get lots of veggie matter in their diet to help prevent stunting which leads to problms such as what yours have.

My Oranda suffered from the same condition. I fed him peas only for several days but his condition did not improve. He lived several months like this but finally died. It is most likely a swimbladder infection.
