The 10 gallon per goldfish rule only really applies to much larger tanks - you an't keep one goldfish in a 10 gallon any more than you could one Congo Tetra in a 2 gallon. A good place to start is about a 55 gal, although a 75 is better. The 55 could safely hold a pair for a good long time - and you could get away with four, which is more or less how the rule works - 20 gallons for the first goldfish, then 10 for each additional. A 75 is a good tank for a trio but could perhaps hold 5 or 6. Let me go on record here as saying I believe the 10 gal/goldifsh rule is scandolously low.
