African Dwarf Frog, or two.

Few small shrimp, or a snail.

Betta's really are the only option for such a small tank.

All the small fish are also schooling fish and would not work in such an unstable environment.

Yup its more a case of "A fish" rather than fishes in a tank that size. Sometimes people start small logically enough because they think it will be easier to manage, but as regards water quality, a bigger tank gives you more room for error. A 20 gal is a nice size for a beginner, not big , not too small and gives you a bit more room for plants and maybe a small shoal of something for interest sake.

Betta is a great option for a work tank... they are very impressive really. Wish I had one on my desk.

You could always put a trio of small killifish or female bettas in there, a nice option as opposed to a single male betta

I have a 2.5 with a male betta and two african dwarf frogs, they get along fine and most people don't expect to see the frogs.
