is there a smaller type of oscar?One that aggressive and smart?And my other question is thaqt i have a Sapre4 tetra that has swim bladder thingy, he has been like this for a while, should i put him out of his missery?

As far as the oscar question I cannot say with definity, yet, I, personally have never heard mantion of such a smaller type (although it seems as if the species would have been selectively bred to obtain smaller specimens). All fish have swim bladders, yet your serpae tetra has most probably obtained an imbalance of the gases that are regulated by this fish's flotation organ. If the fish has lived for an extended period of time without starvation and seems to not suffer considerably, I would not cull the individual. This is my personal opinion of course.

The tetra eats normally and has been alive for months not showing signs of getting worse

NO. I have a betta that had SBD for the first like 6 months I had him. It got progressively worse, each episode lasted longer and the "normal" time in between got shorter. Everything I read said that a fish with SBD was not in any pain, it was more like an aggravation. I figured that it was his food, and kept trying different kinds until I found one he could tolerate. He has been episode free for about 5 months now. There were times I didn't think he would be alive when I woke up in the morning. Just try changing his food. It may work. But either way, I don't think he is hurting. Good Luck!!

I have had goldfish with the same disorder live for months and often appear dead floating at the top of the water but will continue to feed. I have not been able to get rid of the disease.
