I have a 34 litre tank with the following fish:
2 panda cories
1 oto
6 neon tetra
Is this overstocked?
If not, how many of what fish could I add? If so, how many of what fish should I take away?

I think that you're just fine but you also have schooling fish that need more friends, like the Panda Corydoras & the Otos. I wouldn't keep the Corydoras in a small tank.

That's almost 9 USG. You could replace the 2 cories with two oto's.

Looks good from a pure numbers perspective, but, as the others before me mentioned as well, not from the grouping aspect.

I would suggest you return the Oto (do you have it to help you with algae?) and, depending on the footprint of your tank, add 2 or 3 more Cories to it.

What are your tank dimensions? Is it planted? Is it cycled?

The dimensions of the tank are 38 x 25 x 46cm. The tank is planted and cycled. I do have the oto to combat algae, but I think i could get by without it. If I return the oto can I get 3 more corydoras? If can get the 3 corydoras, the fish list reads as so:
6 neon tetra
5 panda corydoras

If you want activity in the tank I'd return the oto and add 2-3 more cories.
