2.5 gallons is too small for any schooling fish (which includes neons). And about the only "bottom feeder" that would work in there would be shrimp.

and theres nothin wrong with shrimp they're very fun little critters, you should definitely get some

Oh, I am in no way condemning shrimp. I think they're cool. I have two in my five gallon tank and they're just the coolest.

How heavily planted is the tank? If you have lots of plants, that greatly increases your options.

You could have a couple female bettas, a trio of Endler's livebearers, or a trio of cherry barbs. If you are interested in catfish, a pair of Honeycomb Tatia cats would do well in that tank.

But these suggestions are only for heavily planted tanks, and weekly water changes would be necessary.

Be happy with a male betta, he'll love you for it...

And If you want your neons to truly be happy they need room to move and swim together...and the more you have in a school the happier they will be...and you will need more room for the more neons...

You can't add any neons or "bottom feeders". Since endlers and killis aren't as easy to come by, chances are, just a betta and maybe some shrimp (though my betta mutilated them)

...and just out of curiosity... where are all these tanks coming from? You've made quite a few threads about tank stocking...
