Not really overstocked, but a couple of stocking problems.
The common pleco will outgrow your tank. These fish can easily exceed lengths of 14 inches, so therefore will not be able to live its whole life in your tank.
The Kissing Gourami also gets 14 inches in length, but I am not sure how active these are, whether they are good for a 72g.
The Pictus is fine in your tank, but Pictus are schooling fish, and really should be kept in groups.
I am not sure about aggression issues with all the severums you have - it could be a problem later on.
Silver Hatchets and Black Neons are also schooling fish, and would prefer to be kept in groups of 6 or more.

Yes that is overstocked I had 2 blue acara, green severum, 6 giant danio, and 5 yoyo loaches in my 75g and I had trouble keeping the nitrates down.

I say yes as well...plus stocking issues...I think your small fishes shouldn't be there at all because you have fish that will eat them like your cichlids and pictus

I also think that you are overstocked & the Neons, Hatchets & Corydoras are schooling fish & need more of their own species.
