Since I transfered all my fish form my aquarium to a pond I have been meaning to buy new fish for my aquarium but did not remove the water but the filter heater and air pump have been off for two weeks does that mean the good bactiria is all gone from lack of amonia? If so how do I get it back?

Rinse everything off well.

Then re-cycle the tank as if it were new.

If you have an established tank still running you can use filter media and or substrate from that tank to seed the establishing tank.

Babel basically said everything. Get some hardy fish to recycle your tank or use the fishless cycle method. Whichever you like better. All the bacteria is gone by now since the filter has not been running and there was no ammonia to feed the bacteria.

Without a water flow and oxygenation the filter will be dead, wash the media and start over. Fishless cycling is the way forward , it really is high time people stopped using fish for cycling unless there is no other option- it is needlessly cruel.

The bacteria would be well and truly dead. Basically it will be a start from the begining again.
