i have no idea what a pnt but there is not enough info to help, first what is a pnt, next what tank size, and what type of rainbows.

the bigger body rainbows such as boeseman and red will need a very large tank with alot of swimming area.

Perhaps it is like a PHB out of Dilbert (pointy haired boss).. maybe a pointy nosed tetra? Sorry I know that's not very useful but I couldn't help myself.

I assume he means pig-nosed turtles and the answer obviously enough would be hell no.

With large setups and small, swift rainbowfish, the latter are sometimes ignored.

I still dont think any responsible pet keeper would take the risk.

Thats a bit like going into a sea life centre and believing the keeper when they say "we keep the sharks well fed, they dont touch the other fish" . Yeah riiiight.

Since most turtles are ambush predators the speed of the fish makes little difference.

Were talking luck and destiny here, I wouldnt encourage it.
