I thought it would be nice to move my convicts to a smaller tank and wandered if my babies would grow smaller than normal in a 5 gal. tank. And yes, any fish that is kept in poor water conditions or too small a tank will stunt. What happens essentially is that the build up of growth hormone triggers the fish to stop growing, but only on the outside. I've read a number of places that the internal organs continue to grow. Additionally you have the issue of often very active fish (like goldfish) being forced into a small tank that doesnt' allow them to move much. It's the same as if you were stuck in the backseat of a small car with 2 other people for the rest of your life.
