What amphibian or semi-aquatic critters (that dont require live food) could be kept in a 10 gallon half land-half water setup?

There are absolutely loads of suitable amphibians , but most would require live food.

Some ceratophrys species (thats horned frogs or pac man frogs) will eat frozen thawed mice and meats from tweezers and stuff and they might be a good choice, bigger than a 10 gallon would be better but they are fairly sedentary, dont do much but look great.They dont even need deep water, they like to sit waist deep in it.A young specimen will probably want live worms and crickets though.

Cane Toads like bufo marinus will often eat static food, they have been known to eat dog food, but again they really should have a varied diet including live foods.

One of the better paludaruim animals i had was a taricha torosa ( california or rough skinned newt) they are highly toxic and not really to be handled but the neonates will eat frozen bloodworm ok, The adults depending on the individual will like slugs worms and so on.

There are lots of turtles, and box turtles you could try - but most need much bigger tanks than that.Maybe smaller species like spotted turtles would be good, but youd still have to shell out for uv lights and heating.Some species are heavily protected by national law tho.

If you dont mind running a marine setup for your paludarium you could consider quite a few species of crabs.

How about a red bellied toad. Yes they need some crickets but thats not that bad. Almost all amphibians need some sort of live food. But crickets aren't that bad

if u have a tank for later, a turtle would be nice. but all kinds of lfs frogs, and then guppiees would look nice in the water.

Aww its not their fault, it was the australian governments decision to release them as pest control. Shame they turned out to be partial to just about any other frog, lizard or insect of any species, and that they were too toxic to eat.

Theyre really sweet when you get to know them
