I would rule out the RTS for the reason below.
It "could" be one of the FM Bettas

Again I must be doing something wrong.
I have three RTS one large and two medium size in my tank also 10 Opaline Gouranies all the RTS leave the Gouramies alone.

I rule out the pleco and the bettas (although bettas also might go after a fish with long flowing fins). I'm thinking a guppy, gourami, or shark.

You have changed the environment for all the fish..
They got a little stressed, and also are trying to choose new territories and prob fighting over it a bit.

Can you isolate the 2 fish in question ?
Melafix will help the chewed up tail and possibly prevent infection.
