Yes, you can add another Dwarf Gourami.

Do you have any Live Plants?.

Your tank Is NOT overstocked. You can easily add another dwarf gourami. I would also suggest maybe adding 1 more neon tetra. Is your dwarf gourami a male or female? If it is male, make sure you get a female. If it is female, You can get another female or male. (You don't want 2 males as they will be aggressive)

I don't really know, but 20 to me, seems better than 19. becuase it is a more rounded number.

yes the tank is 3 years old and is well planted with real plants. the dwarf gourami i have at the moment is a female hence the reason why i want one male. And i did not think that fish that samll as in a neon tetra can travel on there own

It must be very beautiful with 19 Neons in a well planted tank.

Do you have a picture?.

The neon tetra can travel in teh same bag as teh male dwarf gourami. The time it takes you to get back from you LFS isn't going to harm it. It can see the other neon tetras when it is floating in a bag.
