Is this overstocking for a 41 galllon (155l) tank?

Looks fine, even if you have one of the larger Corydoras species (such as C. aeneus or C. paleatus). They and the neons tend to be light waste producers, so I don't think you'll have any problems there.

looks fine to me also, although maybe a little warning...in my past experience when i had a rainbow shark he loved to chase neons, he even succeeded in killing a few...but in my opinion i just had a real nasty rainbow shark...so you should be fine with that tank.

Another vote for looks good. And kudos for having nice big schools of your schooling fish ...IMO that's the only way to really do it, the fish just display they're normal behavior better when in larger groups.
Any live plants in the tank? They're always a help when it comes to stocking.

Personally, I have had problems with neons and rainbow/red tails. It is up to you, but I would swap it out for a nice loricariid or something.

I have also had bully problems, maybe think about another fish like cup of noodles suggested!
