Is it okay for a heater to touch up against plastic plants in a tank?

Actually allowing decor to touch heaters is usually against manufacturers instructions. Most heaters advocate free water flow around the heater to prevent hot spots from forming on the glass and blowing the heater. Personally id make sure nothing touched the heater.

Cant be too careful when electricity and water are involved.

I agree with git, I don't like anything near my heaters, its not worth the risk!

How are you suppose to hide the heater then? I have plants all on the back of my tank, or was planning to. Right now the heater is barely touching like one leaf of one plant, and is pretty close to one of the castles in the tank but its not touching it.

Just hide it without touching it, or dont bother. Thats what most of us do. You dont have to put fake plants close on it to hide it, just in front of it will do.

I use driftwood to hide my heaters...doesn't touch them, but hides it nicely.

I also use slate to hide my filter tubes from my over the back filters...heheheheh...sneaky...
