not if you have just one tiger barb! The tiger would shred the congos. You should have either fish in schools as well. If I were you I'd get four more tiger barbs instead of two congo tetras.

Actually, I dunno. They'll probably get along pretty well---the congos will try nipping at the tigers and vice versa, but eventually, things should settle down. Both tigers and congos can definitely fend for themselves.

That is true, but both fish should be kept in schools anyways. I would add more tiger barbs instead of congo tetras, because that will make your lone tiger much happier than tetras will. But first, do you have enough room? What size tank is your tiger barb in, and what fish are in there with it?

I hate to say it, but you really shouldn't be buying any fish just yet. Your tank is overstocked, the loach will get much to big for the tank, and most of your other fish should be kept in schools of six or more. I recommend moving the clown loach (they grow to around eight inches in captivity), the rosy barb, and the tetra. Each of these fish need to be kept in groups, which you do not have. After moving these guys, I would then add three more tiger barbs. I'm assuming that by "green barb" you mean green tiger barb, so you'll end up with a school of six (after adding the others). Buying another otto would be helpful, too.

After all of that, though it sounds radical and unnecessary, your fish will be much happier. The barbs, tetra, and loach really need schools, and become stressed when they aren't in groups.

^ Good advice, I recommend listening to it. Except the adult length of clown loaches. They can get to be 14 inches in captivity, though they reach that size quite slowly.

Is that just in captivity though?

I hear that in their native range, 2' long specimens are caught for food. I don't know how much of that is true, though...

IIRC, it was ever.

According to a paper written by the following icthyologists: Kottelat, M., A.J. Whitten, S.N. Kartikasari and S. Wirjoatmodjo, the largest recorded size for a wild botia macra. was 30.0 cm long. Keep in mind though that this was published in 1993, so there could be SOME variation in the aforementioned size.
