Try this stuff. I have tried it with a very picky betta before and it worked very well.

Can you see into her mouth? Does she have a sore or fungus in the mouth?

Try small live earthworms or live blackworms.

Bichirs and eels love small live shrimp like ghost shrimp-- try buying some tiny ones, they're cheap and hopefully she'll eat them up Eventually you might want to taper her on to a non-live food like Hikari's sinking carnvivore pellets.

When are you feeding your Tyre-Track Eel?

Remember the species is crepuscular (twylight active) in the wild, and consequently when acclimatising one to a new aquarium, feed it just before 'lights out'. Eventually it'll get the message that you're popping food in the aquarium, and start to move toward more human-friendly waking hours. Pretty soon it'll become a bold feeder.
