I have a 25G tall planted eclipse tank with a biowheel and air curtain and peat added to the filter. Current residents are: 7 harlequin rasboras, 2 ottos and 1 golden apple snail. I do small water changes twice a week, pH is 7.5 and hardness is 11-12 dH. No ammonia and nitrates are about 15-20ppm. I got the tall tank with angelfish in mind; but have since been told that this tank is really too small for angels.
Could I add a pair of Kribs and 4 dwarf neon rainbowfish, or would that overstock my tank?
If the ottos and/or snail wouldn't be compatible, what could I put in to clean up algae instead?
NOTE: I wouldn't mind if I have to move everything else to put in the kribs and rainbowfish - If that could be a necessity, what else could I put in the tank instead?

I'm not an angelfish pro, and anyone here would agree that I know absolutely nothing about stocking...
But I think it's alright.

I read in the profiles that dwarf neon rainbow fish will school with other fish - it would be a beautiful sight to see the rainbows schooling with the harlequins. I definitely want to get either the kribs or perhaps a pair of bolivian rams - all my research tells me that one of those is the best choice for beginner cichlids. I just want to find out if my tank can handle this bioload - anyone else have any input?

your 25g is fine, not overstocked at all, with adding other fish id add either 2 female kribs or none at all because if they breed they'll kill everything else in your tank. Id go with the bolivians their nice once their full grown and would go nice with your inhabitants.

Fish school by sight. If ones rainbows are schooling with harlies, theyre only doing it out of necessity. Once they get a big enough school, they will stick together

One rule I use is 1 inch of fish per gallon, when I am buying fish.

Actually, that rule is pretty outdated. Surface area is a more accurate formula. However, stocking depends more on how much care you are willing to put into your tank than math. You could have a tank that is fine by stocking levels, but if you do not keep up with matinance, then it will not work. You could also have a perfectly functional tank that is slightly overstocked. If you do more water changes, you can push the envalope a little bit.
