I was thinking 2 angles 2 clown loaches 1 BN 10 congo tetras 6 pearl gourims 5 plates. Is that to much.

nope its not to much but u may want to switch a few things around..
2 angels (koi or zebras are nice)
6 clown loachs(better in schools) or 8 cories
1 or 2 BN
6 congo tetras
2 pearl gouramis(2 female or 1 male 1 female)
4 Boeseman's Rainbowfish
2 rams(bolivian or german)

Rams aren't exactly easy in the hands of beginners, though. pearl gouramies get rather large, so downscale the number a bit. Same goes for congo tetras. It's always better to have a little less than maximum, afterall.

You'll gonna have alot of different fish in your tank from different continents, with different water requirements.

Pearl Gourami are very beautiful with nice colours, peaceful & i recommend them alot. How about 4 Pearl & 4 Clown Loaches?.
