If it is a Chinese algae eater, it will grow too large for the tank and will become aggressive. A convict would probably be fine with tiger barbs, but I wouldn't risk the neons. They are small enough that the cichlid could eat them if it wished. And when he gets to Heaven, to Saint Peter he will tell: "One more Marine reporting, Sir! I've served my time in Hell."
