i am setting up a tank for fry and was wondering will it need to be cycled because i have no plants in it

Well if it is for fry I would bet it does not need to be cycled as I think you need to do major water changes(50%+) every day.Just let it run for 48 Hrs and use Cycle or Biospira before adding fry. Or use a preseeded filter on it. What size is the tank and are you using "bare" bottom(no gravel)?

what kind of fry
what size tank
filter
if it is going to have a bare bottom or gravel/sand/ect.

i don't think cycling has anything to do with plants - it's to do with the bacteria that needs to establish itself on the surfaces and filters in yr tank to stabilise various chemical processes...so my bet is yes, you need to cycle, unless perhaps you're gonna use water from the parent's tank for all changes etc...

For your fry tank I would get a sponge filter. Put it in one of your other tanks so bacteria can colonize it. Use it in the fry tank and when the fry tank is not needed keep the sponge filter going in another tank. That way you have a mature filter with all the bacteria needed for the processing of ammonia into nitrate. Even fry produce Ammonia.

ok its a 10 gallon with fine gravel i have a sponger filter with it and it has been set up for a week know. ooh yeah they are convicts cichlid fry
