There are Vacs that work on battery power usually they are a little more expensive but they work well. I can say that because my Grandfather has one he uses in his thank.

Just buy a gravel vac. & press it gently in the gravel when doing the cleaning. The waste will be sucked & the gravel will be left in the tank.

Simple answer is that you can't.

You need the height in the tank to get the siphon action working.

you CAN however get a powerhead and use that to power the siphon In the bucket, cover the powerhead, and turn it on after attaching it to the hose

Or get a battery powered siphon

Some lfs carry a wand type vacuum that works on air power. You take the hose from your airpump and attach it to the vac, press the little scoop into the gravel and the debris is sucked up into a cloth bag. I have not used this device, but I am tempted to buy one and see how it works(out of curiosity more than anything else).
If anybody has experience with these, pleae let me know.
