I have got 96cm of fish to play with. Should i fully stock a tank or leave it with 10cm to spear.

I think it depends on a lot more factors than just cm/in per gallon. What kind of filtrationa re you running? What is the surface area of the tank? How often do you perform water changes and gravel vacs? Is the tank planted?

All of these questions affect the number, size, and kind of fish you can have. If you want to stay on the safe side, stay where you are now. However, if you're willing to make the extra effort to maintian more fish in a contained space, go ahead and give it a try. Just be aware that the more fish you have, the more rapidly things can get bad, and the bigger your problems can potentially be. With a light stock, you run into fewer problems, and you often have more leeway before things get really bad.

Hoping that there must be a word for everything I mean...

Sooner or later THE fish that you absolutely must have shows up and if not before then at this time you'll be glad if you left some space in the tank.

Seriously, take your time and stock slowly and you will eventually build up a feeling for when enough is enough.
