You cant overstock a tank, just by adding an oversized filter. What kind of fish are you wanting to put in the tank??
Is the tank cycled?? if so, how long has it been running, and is it planted??

The genearal rule of thumb is one inch per gallon for fw.

That could change if you want some aggressive fish that need some place to call their own.

Two schools of fish won't fit in a 10 gallon, especially if there is a dwarf gourami in there too. Pepper cories can get about 3 inches long, which is too big for a 10 gallon.

Gouramis can be territorial, so I wouldn't put more than 1 in such a small space.

I would do something like:

1 dwarf gourami
7 harly rasboras
Then add some shrimp or some other cool non-fish bottomfeeder.

They shade the glow of it with their mossy-misty costumes,
They wear masks of silk, porcelain, brass, and silver,
So as not to mislead with their own, ordinary faces.

Tim, do you like this stocking list?

One German or Bolivian ram (the Germans can be delicate fish, so beware)

Eight small, colorful tetras (flames, lemons, cardinals, etc.)
OR
Eight small pencilfish (Nannostomus unifasciatus, N. eques, N. beckfordi)

And when he gets to Heaven, to Saint Peter he will tell: "One more Marine reporting, Sir! I've served my time in Hell."

I had a 10 gal. not too long ago and I was very successful with 6 neon tetras, a placostamous, and~ get this~ a male betta... he never messed with the little guys OR the suckerfish and everybody lived in perfect harmony.. i also put in a plant and a bubbler, it was a pretty little tank! OHOH I also stuck a little mirror near the front on one side of the tank and every now and then brendan (the betta) would go puff up by it.

oh, ps~ it is totally true that a bigger filter will not make a difference at all... it is all about the space, man.

Really, I think Bolivian Rams are too large for a 10g tank. A 15 would be a minimum. But the German Blues or Golds are quite a bit smaller, and would enjoy a 10g tank.
You could do this:

1 Dwarf Gourami(Honey, red flame, coral green, electric blue)
2 German Rams
I think this would be fine as rams are more mid-bottom fish, and Gourami are more mid-top fish.
OR
1 German Ram
6 Small Schoolers of some type (tetra, rasbora, pencils, etc).
