I will starting up my 1st FW tank soon and am considering using a sponge filter. Why you ask? cheap;doesn't take up much room; easy to maintain, & saves on buying expensive filters so the money can be use on other things like lighting etc? Is a sponge filter sufficient for any tank from 20 - 33 gallon tank for filtration?

There are sponge filters that will work for this size of tank, however remember it really only provides for biological filtration, which means you will really need to make sure and keep up with regular water changes and gravel vacuumings.

How often should we replace the filter in our tank?? We have a Tetra Whisper system with Bio Bag filters. We rinse it out with each water change and we've had the tank for six months now. I'm thinking it's time for a replacement filter.

Our tank: 45 gallons
7x Cardinal Tetras 7x Black Neon Tetras
7x Glowlight Tetras 2x Ottos 2x Ghost Shrimp 3x Spotted Corys 3x Panda Corys

I dont replace till it's pretty much worn out entirely.
With the filters that use foam sponges, like aquaclears, you really don't need to replace them for a good long while. I had a tetra filter on the tank I had at the office and that was a floss bag that went over a cartrige (sounds similar to what you have) I think it had to be replaced once a year or so.

If it's falling apart you might want to consider a new one .
