A friend and I are very panicked at the moment.
She recently received a pair of gold bettas, and from the beginning, the male was not very healthy.

My friend assumed this was just stress from shipping, and used stresscoat and in general tried to coddle him.
However, he did not appear to get healthier over the next few days, refused to eat, and hid. After a those few days, she noticed he had an ammonia burn, and treated him. He seemed to get healthier, began to eat again. The ammonia burn is gone, but now the betta is ill again.

His symptoms: His gills are moving very hard (though not rapidly), and they seem to be streaked when looked at closely, almost like they're deteriorating. His scales look a bit rough, too (not exactly standing up though). He also "stands" on his tail a lot, entirely vertical. The fish does eat sometimes, and does come up for air. He swims occassionally, but often lies on his side.

Tank parameters:
NitrAtes: 4
NitrItes: 0
pH: 6.6-6.8

He is in a partitioned ten gallon with other fish, all who are healthy, the temperature is 79 degrees F.

Any help is appreciated, please reply quickly!

I would add some salt to his water, he sounds in a bad way, hope someone else can help you abit more, but he sounds weak.

Okay, she added salt and some bettamax.
Does anybody know if she should treat him for gill flukes?

Nope unless you're 100% sure it has gill flukes, it would be better he isolates the betta in a hospital tank, watch him and see if he show any other symptom.
