Hi,
I figured that by now someone who had first hand
knowledge of this might venture an answer. When
no one did, I simply took your question and searched
on it.

Here are two of several results:

And for goldfish specifically:

It would seem that formalin might be safer, but if you
choose to use salt, watch the concentration and duration
of the dip.

Hi,
Never having this occur, I looked it up:

30 minutes
http://www.algone.com/fish_dips.php

Species dependent:
Salt 3%, Duration is species dependent. 1%, 30 min to 1 hr, species dependent 0.02--0.2%
http://edis.ifas.ufl.edu/FA041

Note that this is a "bath" not a dip.
In a bath the fish is set into a container of treated water
for up to 30 minutes. In a dip the fish is contained in
a net, and dipped fully into the treated water and then
removed.

NEVER use salt on a fish that uses electrical conductivity
such as a knife fish.
