could be a form of osmotic shock jugdeing by the redish gills as for the belly are the scales protruding cause if they are it could be dropsy and is incurable normaly

From the explanantion of the redness around the gills and the enlarged stomach, sounds as if your guppy may have a bacterial infection. If at all possible it would be best if you could quarantine the fish while treating it.If your unable to try doing abouta 20% water change raise your temp. and treat the tank with an antibotic such as pimafix as directed.
In the future however the best way to prevent your fish from getting a bacterial infection is to make sure your doing at least biweekly water changes in your tank of at least 20% in order to keep the water quality in your tank good so as your fish do not become stressed out and suseptible to dieases. Also make sure your tank is not overcrowded and you have the necessary filtration your tank needs.

Hey jess, is the tank or the fish new?
You shouldnt have straight zeros in an established tank. Even heavily planted tanks try to stay in the 10-20ppm range on nitrAtes. You may want to get a second opinion on your test results as well. If you're using old chemicals it may be time for a new test kit. If you've just gotten your kit, read the directions over again you may have missed something (I know I've done the tests wrong before when I was half awake ). You can also see if your LFS will test. Try and peak over the employees shoulder or @least look @the test cards yourself and write the numbers down.
Any changes in diet lately, power outages or filter problems?

Because of the belly I'm going to suggest holding off on regular foods for two days. Try and offer some vegetable matter. If the belly is just constipation that will help clear it up. Take a frozen pea. Roll it in your fingers till the skin pops off, then break, cut or mash each of the two halves and feed to the tank.

Love when I post @the same time as someone else >.<...
I agree with Cichlid Keeper on the bacterial infection. If you cant get to the store for medications ASAP do try the pea trick till then. Look for antibacterial foods rather than capsules that you add to the water as they will treat the issue more directly.
Hospital tank should be used in this situation. Keep the lights off to minimize stress while treating. Keep a close eye on ammonia and nitrIte, especially approx 3 days after you start medicating for a spike. If you havent got a hospital tank and have to treat in the main tank, keep lights off, surface agitation (via airstone) up and of course keep an eye on your ammonia and nitrIte, be ready to do a water change when necessary.

Hmmm hex a mit is an antibiotic, I'd prefer if an antibiotic food was used as it would be quicker but if that's all your store has available it's worth a try. Tetra and pepso both make antibiotic foods that should be readily available.

I know the packaging says it doesnt harm your biofilter, however keep testing the water and be prepared for water changes when a mini cycle shows up. Keep lights off, feeding to a minimum and surface agitation up.
