Melafix as was mentioned, but you need to improve the water quality. There's alot of waste material showing up in that picture and combined with the tail wound you may end up losing the fish. I'd suggest doing daily water changes and gravel vacs combined with the melafix as a preventitive. If you're seeing signs of infection in the wound be prepaired to treat with stronger meds.

Well, just six neons in a five gallon tank is okay. They are some of the smallest tetras available, and add little waste to the tank. As long as you keep up with your tank maintenance, you won't have problems with that setup.

As for the missing tail, I'm pretty sure it will grow back. A fish's tail is just another fin, and I know that other fins will regenerate. To speed the process of healing, dose the tank with Melafix. Just remember that tetras are sensitive to medicine, so half the recommended dose is best for these fish.

wow that tank is way to small why not shoot for a 10 gallon

and just dose the "tank" with melafix to hold off infection and help with regrowth
