Hello,
This guy is one of the first fish I have ever gottten. I would like to keep him alive. He is only about a year old. He has turned white. Very white in comparison to the other H&T Tetra I have. He also isn't swiming around much. He is breathing very rappidly. Any suggestions?
The other fish in my tank are doing excellent.

I just seperated him to a breeder seperation tank. I got a better look at him and his scales all look like their loose... I don't know how to describe it well.

There's a good chance the Tetra has contracted Neon Tetra disease, a dibilitating and contageous disease with no known cure...

First indicated on Neon Tetras, other species are subject to the disease as well.

Color loss and scale problems along with heavy/rapid breathing would be indicators of a very sick trop.

I regret having no known remedies to suggest for your fish.

Loose scales? As in... popping out? Like, looks like a pinecone from above? That would be dropsy. Otherwise, I agree with roland-- probably neon tetra disease.

Oh, I forgot to add... if it is NTD, you'll probably, unfortunately, loose him. Sorry. I've yet to hear of any cures for this.

Dropsy, Smantzer, is always associated with "bloating" and pineconing, if you'd do some studying...

And, you just repeated what I already stated about NTD. No cure.
