We need much more info Chiz. Copy/Paste the questions and answer them:

Can you tell us tank size and what else is in the tank?

How small is this baby angel? Is it like a nickel or smaller? Or, like a quarter? Give us some idea.

Do you know what the parameters are (ammonia, nitrite, nitrate, pH, temp).

How long has he been in the tank and how did you get him?

Angels like to be in schools, or at least in pairs. He may be uncomfortable at not having others like himself. Try putting a mirror up against the glass and he'll think he has company. In the meanwhile, plans need to be made to either get him buddies or put him back into a tank with other angels (even if it means taking him back to a fish store for credit).

Angels require much larger tanks than people think. They grow fast. Those little tiny fish grow to be the size of a man's hand in very little time. Those fins can stretch very high up and ver low meaning they need a tall tank. They are great fish for a 55gal tank, but will be stunted and unhealthy if forced to live in a 10, 20 or even 30 gallon for much more than a few months.

Angels are sensitive to water quality. If there is any ammonia it will be a problem, or nitrite. If nitrates are high, it could be a problem.

If all of these things are good, then it could simply be a matter of him needing to acclimate. Make sure he has a fake plant or two to hide in and feel secure. Tank mates could be scaring him.

So, you see, we need much more info and background.
