Can you post test results in ammonia, nitrite, nitrate, and ph, could is be dropsy, try a shelled pea and some daphnia, also bulging eye could be a indication that something is wrong, and their is with the bloated stomach.

Bloated bodies and eyes are indicators of Dropsy...

Pop-eye and Dropsy are closely related and not curable when in combination.

I believe the malady is contageous. The fish should be removed and destroyed immediately.

ammonia 0, nitrite 0, nitrate 80, ph 7

i clean about 1/3 of my tank every 2-3 weeks
im not quite sure what is happening because all my other fish look healthy even though my nitrate levels are quite high. .do u think this might be the cause?

If three fish have the same disease you can bet it's contageous...

I don't believe anyone can pinpoint the cause of Dropsy or for that matter Pop-Eye either.

The infection starts internally from unfriendly bacteria and the kidneys are affected.

The cleanest of tanks can produce bloated fish. Nitrates, as far as I know, have not been associated with bloated Dropsy-related maladies.

Dropsy is a symptom, not a disease. as Gary said, dropsy (oedema) occurs when the renal system of a fish fails. the fish is no longer able tor emove water from its body, and swells up as a result. It is a symptom of systemic organ failure, and can have several causes, but mainly bacteria. It is normally untreatable.

Are you using salt in the tank? Neons cannot tolerate salt, and if you are, then their renal systems may be crashing as they cannot process the salt.

Actually Edema...

Dropsy has the same meaning.

An accumulation of fluid in connective tissue.

actually - Oedema, the word comes from the greek. The O and E should be linked together, but this is difficult to do without insterting a picture of the relevant letters in their correct layout, and it's way easier to type the partially correct alternative.
