One of my pandas has something just below its left pectoral fin. The fin itself seems to be smaller than before and is clamped. The "thing" in question is a white fuzzy patch. the area around the patch of fuzz is red. I am assuming this is fungus, and am wondering if I should treat and what with. There is also a tiny white patch on the bottom of the tail fin. Thanks

There are lots of fungus medications on the market. I've use jungle labs fungus clear tank buddies before to deal with fin rot. Furan-2 and Maroxy are other options....If you dont' have any inverts in the tank you can try Aquarisol.
I'd also pick up some melafix to aid in healing after the fungus has been cleard up. If this is the only fish you see effected I'd treat in a hospital tank as some of the meds are likely to effect the biofilter.
HTH a bit
