About $200 max imo.

The main bits you are paying for are the 2 tanks and the stand, which is home made. It looks like its either nailed, glued or screwed, and i'd personally like to see it bolted considering the height.

The box underneath (sump?) and plumbing is probably about $60 new, the tanks ae max $70 each new, and the timber for the stand (structural pine it should be) is probably about $50

I wouldnt bother to buy it. My fish tanks have to look good, and I am not particularly fond of rack tanks. I would pay about Rs. 5000 which if you converted into australian dollars wouldnt be too much. It might even depress you a little bit.
