I suppose if there is a way to solve the problem it will have to be an attitude change adopted by the whole of society with gentle persecution aimed at offenders. It seems to work with smoking campaigns, and lets face it , if people die from smoking it probably benefits the planet. I myself am happy to take my place on cancer row
People will rarely continue animal abuse if the effect of people shunning them as "evil people" really starts to affect their daily lives. Its unfortunate that seems all people respond to. Personally I think better education is probably the way forward, but then, some people can stay remarkably ill-educated when it suits their purposes.

Failing that we could always have ourselves a hangin'

Its an impossible issue for a forum this size, you could discuss this for the next 20 years before you got a complete answer.

One extra comment you for got to mention it should be all living creatures including the earth we live on.

With some deep thought it would not be hard to write many thousands of words on what should and could be done and in the end it would possibly be a waste of time as the people doing the damage would not listen to your reasoning any way.

If we all just do our little bit try to teach the younger generation some changes may happen.
