My ten gallon tanks keeps having a high alkaline ph7.4 + is there any way I can keep my water at a neutral reading, I don't want to keep putting the ph down in ....

there is nothing wrong with a pH of 7.4, so there's no need to try and lower it.

Using powders to change your ph will cause more harm than good. They will lower/raise pH but it doesnt stablise the pH, it will swing back to where it was. This will cause alot of stress on your fish. Its better to have a stable pH even if it is a bit higher than required.
What fish are you keeping? What reason did the lfs guy give you?

I have tetras ( bonas aries tetra) and albino cory, the guy at lfs said when I brought the testing kit that it was best to keep at neutral, he didn't give a reason and me bing stupid didn't even think to ask why. Will this reading of pH7.4 harm the fish I have?

I've never kept Buenos Aires Tetra but looking around at profiles and their pH requirements they should be fine in your pH. The cories will be too.

There is a type of buffer that always make your water 7.0 no matter if its 5.0 or 9.0 the stuff always bring it to 7.0
Its call Neutral Regulator by SECHEM
