I know every one reccomends changing 20% of the water and gravel vac'ing. If im vacing out 20% of my water and all the waste in the gravel, arent i killing two birds with one stone?

That's the usual idea: gravel vac to remove the water for the change. Just don't vac it all at once, and don't change the filter cartridge at the same time.
