I would use the same method used to remove fat/oil from cooking when on the surface.

This will take a long time but it will work 100%

Turn off all water movements, filters & airation.

Very genterly lower a cup or a large serving spoon tip it on a ever so slight angle and the surface water will run in with all the surface junk you want to remove. I recently added to much Med and the surface went very soapy I removed it all within minutes. The bigger the tank the longer it will take.
