There`s a brown film that covers the plants,rocks and gets on the glass. Im able to scrape the film off the glass but what can I do to get rid of it and what is it. I tested the water and everything is fine except for the brown stuff.

It sounds like an algae problem look at the link and check to see if it is "Brown Algae" then get bact to us.

Hi,
This sounds like an outbreak of diatoms. They are very
tiny creatures that use silica as their skeletons instead
of calcium as we do. An over abundance of silica (SiO2)
is present in the water and it normally comes from one of
two sources... The gravel in the tank and the tap water
that you drink.

For now, let's assume it is from the gravel. Much of the
gravel is quartz (SiO2) and the dust from the gravel is
the problem. Regular water changes, which you should be
doing weekly, depending upon the size of the tank and
the type and size of your fish, will eliminate the problem.
The water changes will dilute the amount of free silica
and with less silica the diatoms will disappear.
If you have a gravel vacuum, such as the Python brand,
you will want to vacuum the gravel at the same time that
you change the water. Mentally divide the nonplanted
areas of your tank into four sections and each week clean
a different section. That way, in a month, the whole tank
is cleaned, and you leave three weeks between cleaning
the same section.

The small algae eater known as Otto's will stuff themselves
on the stuff and make short work of it.

While low light can be a problem, normally most tanks come
with a good starting light and until we know more about
your tank, I'd be inclined to leave the light alone.
