Film on the surface of the water is often due to not enough surface agitation. Adding an airstone if CO2 isn't being added will help.

What do you mean by "clear water" is this a product ?

If you're water is cloudy it's likely because of either a cycle or a minicycle. The cloudyness occurs once the tank begins to cycle. Information on the cycle can be found here.
