every couple dyas my zebras gills and body will get alittle red and then ill do lik maybe 1/2 - 2 gallon water change then their fien then they repeatt it, coudl this be form having a bad quality filter, its a walmart filter , its a 10 gallon

How long has the tank been set up with fish in it? Red gills and body sounds like a high level of ammonia and/or nitrite. Nitrite makes the fish's blood less able to carry blood, so increasing surface agitation will help in the meantime. If you can, test your water for ammonia and nitrite. If you don't have kits, it's a good idea to pick them up for future use, they'll come in handy. If you can't buy them, most LFS's will test those parameters for free, just bring a sample by in a new, unused ziploc bag or clean container.
