i'm fully aware of how the cycle works but i've always wondered what would happen if i take a filter with a full colony of benefitial bacteria and used it to filter a NEWLY set up fish tank (assuming the filter is the correct size for the brand new tank)? . will i be able to add a full stock of fish right off the bat?

I wouldn't reccomend it. Bacteria in a cycled tank isn't only present on the filter, but also the gravel, ornaments and tank walls itself.

Well I did it but I also took the gravel, wood, stones, rocks, slate, plants and all the water over from the old tank to the new one. I did not wash any of it either. I was fine I had no change in water conditions what so ever. (it never did cycle).
