Will this work in a 25 gal with elaborate rockwork and shells?

pair of Altolamprologus calvus or compressiceps (which one?)
small community of shelldwellers (reccomended species?)
1 or 2 julies or orange leleupi (which is better?)

Also what is the best way to buffer the ph?

For a shellie community multies would be your best choice. In a 25g you'd really have to choose between the remaining 4 species you mentioned, otherwise you'd most likely run into agression problems.

In my Tang tanks I rely on the substrate and shells to buffer the pH.
