Are there any breeds of Africans that stay small enough to be in a 15 gal tank?

Yes, all of the dwarfs would be small enough. I dunno, someone once said a Krib, but I do not believe that to be true

Dwarfs are actually New World Cichlids not Africans. Some dwarfs or maybe Rams might work,but I would suggest at least a 30 gallon tank. I would really even be skeptical about putting shellies in a 15 gallon tank as they also usually need a larger tank.

There are a lot of species of shelldweller and a lot of them would work extremely well in a 15 gallon - the top best bets are N. multifasciatus and N. brevis, both of which maintain very small territories.

I agree with mousling, as those will do very well in a 15 gal, as well, a pair of occilatus (sp?) will also do great. I have spawned all of those species of fish in 10 gal tanks many times.

Personally I agree about occies and their counterparts (meleagris, speciosus, etc) in a 15, but there's a growing tide of dissention, and they're not wrong that occies like a bit of footroom. So they work, but my top choices would be the other two species or similis.
