I am thinking of getting a pair of blue rams for my tank, but i have never kept them before. Any tips or information on keeping them appreciated!

Also, how long has the tank been up and running? Having a mature tank makes it easier to acclimate the Rams.

I have had the tank for over a year. The tank mates will be 4-5 Splashing tetras and it is in a 10 gallon. I will do weekly water changes, and the filter is recomended for a 20-30 gallon tank. It is also heavily planted, and I will be getting more plants soon.

I thought you should know that just doing weekly water changes is not going to make that big of a difference on the room for the live stock. You can put an oscar in a 10 gallon tank and do daily water changes but it still doesn't change the fact that there is not enough swimming room in the tank for the oscar. He would not be happy in the 10 gallon tank at all. Splash Tetras like to have lots of room to swim. You should really take it slowly with adding the fish you want to the tank.
Also, I have heard that Blue Rams can be kind of fragile and even skittish at times.

Personally it does not sound like a very good idea to me. Good luck to you though.
