how would a/ a pair of bolivian rams go in a 16 gal with 10 neons?

You would probably be okay, but be at the limits for the tank.

My biggest concern would be with a tank this size that if and when the apisto's start mating then the close enclosure could put the neons at risk of the apisto's aggressiveness.

I was thinking the same as jim.In big communities rams are way down the pecking order, almost inoffensive, but with nothin but tetras for company, you might get deaths if breeding starts. Theres nowhere to escape to in a 16 gal and tetras could be cornered and killed. I also think the rams might tip the scales of balance so that you end up doing more water changes than is healthy, it could be made to work, but add the agressiveness, and you might wish you hadnt bothered. Its close ,verging on a no for for this one.Youd need a 30-40 gallon for this sort of mix really. Maybe just choose some shrimp or a small algae eater, and enjoy some plants in the tank. The tetras will appreciate that approach a whole lot more than being in close confines with a ram.

No, not really. Most apisto's are somewhat similar in size and in behaviors. Your current setup is just a bit small to have both apisto's and another variety of fish.

If you do decide to proceed with this combination then you need to be prepared to move the neons to some other setup in the case of aggressive behavior by the apisto's.
