Angels need 10gal. each. How many Angels are you thinking of keeping?.

I would recommend keeping a pair of rams in the 20, but not the angels. Stay on top of the water quality, especially if considering German/Blue Rams. If Bolivian Rams are available, they are a more hardy choice.

You can keep the two together, but if you were looking to do a pair of each I would recommend at least a 29gallon tank.

How about in your tank, one angelfish and a pair of bolivian/german/blue rams?

I wouldn't ever put an angel in a 20 gallon permanently. I would only put a pair in there temporarily to breed, then they would be taken out and moved to a bigger tank. They just get too big for a 20 gallon tank.

The rams would work in a 20.

They shade the glow of it with their mossy-misty costumes,
They wear masks of silk, porcelain, brass, and silver,
So as not to mislead with their own, ordinary faces.

I'm with Janna , I do not reconmend angels in a 20g. Since i moved my angel from my 20g into my 70g, it has had a major growth spurt, and its fins are so much longer and they don't look all shabby like they were in the 20g.
A pair of rams would be a much better idea

A fully grown Angel is too big for a 20gal. tank. I would recommend a pair of Rams in that tank. If you want Rams & Angels, get a bigger tank.
